Mobile Food Carts
The DuPage County Health Department requires all Mobile Food Carts have a current food handling permit.
What is a Mobile Food Cart?
A mobile food cart is a food service cart that is not a permanent structure that can be easily towed or pushed by the operator, bicycle or motor vehicle, also included are modified golf carts.
Starting Point...
The following items are needed to receive a mobile vending permit:
- Call to schedule an inspection.
- Review the Mobile Food Cart Requirements.
- Complete and submit the mobile vendor plan review form, if applicable (Risk 3 only).
- Complete a mobile vending application form.
- Pay the current permit fee based on risk type.
- Provide a copy of your commissary report, less than six (6) months old, showing that all foods served come from approved sources or suppliers.
- Complete Letter of Agreement to Use Commissary.
Risk Type Definition
| Risk Type 1A | Prepackaged frozen potentially hazardous foods, packaged ice cream, and novelties. |
| Risk Type 2A | Hot & cold holding of prepackaged potentially hazardous foods and dispensed beverages. |
| Risk Type 3A | Non-potentially and potentially hazardous foods that are cooked or prepared with minimal assembly on site. A manager certified in food service sanitation must be on staff full time.

During the Inspection...
- Provide cold and hot food items (if applicable) to verify equipment is working. Mobile Food Carts must be in compliance before a license is issued.
- A color-coded sticker will be placed on the cart identifying it as a licensed mobile vending unit.
- The permit must be renewed annually.
- A copy of the inspection report will be provided that must be kept on the cart.
Inspection Schedule...
Routine field inspections will be made throughout the year to verify that the cart and operation are in compliance with current code.
