DUPAGE COUNTY - The DuPage County Board of Health unanimously approved its $48.7 million Fiscal Year 2011 budget on Thursday. The budget, which is $2.3 million or five percent less than it was in Fiscal Year 2006, continues to provide critical health services to county residents while at the same time reducing spending.
"This budget is an excellent example of the Board of Health's leadership and dedication to providing public health services to DuPage County residents in a cost-efficient and professional manner," said Board of Health President Linda Kurzawa. "I also want to commend our hard working staff who have been able to do more with less while facing a recession, state cuts to mental health services, delayed state payments and rising personnel costs."
Over the years, notes Kurzawa, the Health Department has experienced a growing need for services. However, as the result of a strategic planning process that began several years ago, the Department has been able to meet an increased demand in services while at the same time reducing spending.
The strategic business plan undertaken at the Health Department includes: centralizing intake and front desk operations; modernizing technology infrastructure; implementing an Electronic Medical Record; eliminating funding from the DuPage County Government corporate fund; expanding community partnerships, establishing a scalable service delivery model and redesigning clinical/business operations.
Maureen McHugh, Executive Director of the Health Department, notes the agency is also coping with extended unemployment benefits, increased contributions to the Illinois Municipal Retirement Fund, personnel expenses that have increased more than 1.6 percent from 2010 to 2011, and the loss of nine full-time and nine part-time positions.
