IPLAN is a three-phase process. In phase one, data is collected and analyzed and needs are identified. In phase two, a comprehensive analysis of the identified health problems is performed. In phase three the community health plan is developed. 

Phase two involved the formation of six task forces that focused on chronic disease, environmental health, infectious disease, injury, maternal child health and mental health. Each task force was headed by a Health Department staff member who served as a liaison. The task forces identified 29 potential priorities. The entire Community Health Committee then reconvened for open discussion and consideration of priorities based on information from all meetings, task force input, rationales and public comment. Members of the Community Health Committee then voted.

“From its onset, our health department has had a strong commitment to the IPLAN community process as a means of effectively and efficiently approaching serious public health issues and problems that can emerge,” said Dr. Hagen. “The Community Health Plan is clearly the result of extensive dialogue and cooperation between community members, public health experts and health care providers for the improvement of health in DuPage County. And as always, we remain inspired by the hard work and dedication these groups demonstrate.”
